Who is an Assessing officer?He/She is an officer of the Income tax department who has been given jurisdiction over a particular geographical territory or class of persons. How is a return filed electronically?Companies and firms are compulsorily required to file their return electronically, while for others it is still optional. If you have digital signature the same can be appended and there would be no need to file a paper return. ?We?re excited that NFL Films and HBO has chosen the Miami Dolphins to appear on Hard Knocks,? Philbin said, via the video box on the right rail of the site.? ?I want you to know a couple things about the decision.? Number one, it was a football decision.? It was made by the football operations staff.? Our owner, [Stephen Ross], supported our decision but in no way, shape, or form forced us to make this decision.?

Many will believe otherwise, especially since G.M. Jeff Ireland grew up in the Bill Parcells school of ultra-secrecy.

But as the Dolphins struggle to generate interest in the team via conventional means (you know, by winning more games than they lose), the team has to do something to get people sufficiently engaged to buy tickets to the games.? Thus, the Dolphins are now more available to the media ? and they?ll be even more available once the NFL Films cameras and microphones show up.

To the extent that the appearance arises from a football decision, Philbin didn?t really articulate a football reason.? He said the that show will ?showcase our players? and provide a ?great opportunity for us to communicate with our fans.?? While those concerns reflect prudent business reasons, there?s no obvious basis for the move, from a football standpoint.

In contrast, Vince Lombardi liked having NFL Films camera crews around because it made his players work harder.? If that?s the basis for the ?football decision,? why not say so?

And so the Dolphins will deny that the move was driven by dollars and cents, and the rest of us won?t believe them.? But at least we finally know who the team will be, even if the end result likely will be far less compelling than if the Jets, Saints, Broncos, Colts, or Redskins had done it.

Most of the time you see Agent K?s younger self played by Josh Brolin. However, for the Smith fans you will be pleased!

I must admit, I am not a fan of sci-fi alien movies. But this was good! Although the beginning is a bit of a struggle for those who do not appreciate the skilled special effects and disgusting alien guts splattering on the walls, the plot and ending are well worth the gross parts. There is much more to the story line than defeating aliens and the characters come full circle in a funny, surprising, and heartwarming way.

Fellow movie-goer Kristine Weweraka said about the movie, "I haven't seen all the MIB movies but it was easy to follow the plot. I liked it because it was a mix of alien sci-fi and comedy."

Experts: Remedial college classes need fixing

OVERLAND PARK, Kan. (AP) ? Each year, an estimated 1.7 million U.S. college students are steered to remedial classes to catch them up and prepare them for regular coursework. But a growing body of research shows the courses are eating up time and money, often leading not to degrees but student loan hangovers.

The expense of remedial courses, which typically cost students the same as regular classes but don't fulfill degree requirements, run about $3 billion annually, according to new research by Complete College America, a Washington-based national nonprofit working to increase the number of students with a college degree.

The group says the classes are largely failing the nation's higher education system at a time when student-loan debt has become a presidential campaign issue. Meanwhile, lawmakers in at least two states have pushed through changes and numerous institutions are redesigning the courses.

"Simply putting (students) in three levels of remedial math is really taking their money and time with no hope of success," said Stan Jones, president of Complete College America.

The group's research shows just 1 in 10 remedial students graduate from community colleges within three years and a little more than a third complete bachelor's degrees in six years. Yet the classes are widespread, with more than 50 percent of students entering two-year colleges and nearly 20 percent of those entering four-year universities put in at least one remedial course, the report said.

"At the end of the day if we could say that we are getting more students to graduate, particularly those coming into college without the requisite skills, the investment we have now is worth it," said Bruce Vandal, director of postsecondary education for the Denver-based Education Commission of the States, a nonpartisan group that researches education policy. "I think the fact that we aren't getting that result is why legislators and policymakers are up in arms and rightfully so."

The research comes as the cost of a college education continues to grow. The College Board said last fall that the average in-state tuition and fees at four-year public colleges rose an additional $631, or about 8 percent, compared with a year ago. The annual cost of a full credit load has passed $8,000 ? an all-time high.

Legislation passed earlier this month in Kansas prohibits four-year universities from using state funds to provide remedial courses.

Beth Gulley, an associate English professor who teaches remedial writing at the 22,000-student Johnson County Community College in northeast Kansas, acknowledges the remediation statistics are "pretty dismal." But she noted it sometimes takes students longer to graduate than the span of time the statistics track.

"I think there is lots of hope," she said.

Take her assistant Brandon True, who dropped a remedial math class twice before completing it and College Algebra. Now 23, he is taking a calculus-heavy class for aspiring video game designers and preparing to transfer to a four-year institution.

"I was terrified," he recalled of his earlier math struggles. Because of those initial struggles problems, he feels like he truly understands the remedial writing students he helps. "I think they choke. It's scary."

Research shows placement exams routinely misplace students in remedial courses, and colleges would do so far less often if they also examined high school transcripts, said Davis Jenkins, a senior researcher at the Community College Research Center at Teachers College at Columbia University in New York.

True knows the limitations of placement exams firsthand. He went from being identified as needing remedial writing help the first time he took the test to qualifying for the gifted writing program the second time.

The classes are being rethought as well. Jenkins recommends doing away with the one-size-fits-all college algebra requirement and having math classes tailored to a few broad areas of study. For instance, those studying history, law or psychology might take a math class focused more on statistics.

"It just kills their desire for learning," Jenkins said, noting that some students are being placed in classes that make them basically redo middle school pre-algebra. "There really is a stigma, so it is clear that we need to rethink it."

The Complete College America report also says research shows half or more of remedial students would be better off being placed in required classes and having the schools building in extra help, such as tutors or more frequent class meetings.

The report said institutions that have used those approaches have seen their unprepared students succeed at the same rates as their college-ready peers. Legislation passed earlier this month in Connecticut allows underprepared students to take full-credit, college-level courses with built-in supports, such as extended instruction, extra tutoring and mandatory labs.

"We're failing these students if we don't change," said Democratic state Rep. Roberta Willis, co-chairwoman of Joint Higher Education and Employment Advancement Committee in Connecticut.

Such an approach worked well for Jessica Grubb, 22, of the Round Rock, Texas, near Austin. After years of struggling, the Texas State University special education major knocked out her math requirement during a summer class that met from 8 a.m. to 2 p.m. five days a week. She now works as a math tutor.

"This program has literally changed my life," she said, adding that figuring out a tip at a restaurant used to make her panic. "It gives people a second chance."

If there's one grilling tip to remember this Memorial Day weekend, it should be this: Flame is bad.

"Flame does nasty things to food," food historian and science guy Alton Brown tells NPR's Scott Simon in the kick-off segment of Weekend Edition's "Taste of Summer" series.

"[Flame] makes soot, and it makes deposits of various chemicals that are not too good for us. The last thing you really want to see licking at your food while it's on a grill is an actual flame." says Brown, who kicks up the science on Food Network's Good Eats, Iron Chef America and Food Network Star.

Brown is also a grilling enthusiast ("I grill, therefore I am," he says) with seven grills at home. So when you're talking about backyard cookouts with Brown, make sure you know the difference between grilling and barbecuing. Barbecue, according to Brown, is "a meat product produced by long slow cooking and exposure to a good deal of smoke and is usually some part of a pig."

Brown also shared some other expert tips to make sure your grilling this weekend is a "beautiful metamorphosis" of heat and smoke that doesn't turn your meal into a charcoaled disaster.

For All Eaters

- Clean your grill. Don't be lazy and think remnants from your last cookout will give your meal some special flavoring. Brown says a clean grill helps with the transfer of heat to your food.

For Meat Eaters

- Bring the meat to room temperature before grilling. There's a "much longer thermal trip to done-ness" for the "insides of the meat" when you slap a piece of steak or burgers onto the grill directly from your fridge, Brown says. Remember: The longer it's on the grill, the drier the meat. So take your meat out about an hour before grilling to minimize cooking time and maximize juiciness.

- Salt the meat before grilling. "This is considered in many schools to be blasphemy!" Brown admits. But he still liberally sprinkles kosher salt onto his meat an hour before he grills to help pull out water-soluble proteins that produce a better sear and a "dark, golden delicious coating."

- Dry and lightly oil the meat before grilling. Brown recommends making sure your meat is "bone dry" with little to no liquid on its surface before cooking. Excess water acts as a heat barrier, prolonging the cooking time. So don't marinate a piece of meat and then immediately slap it on the grill, Brown warns, but a light coating of oil "helps to get heat in" and "lubricate the grill grates."

- Keep things moving. Do a little dance on the grill with your steak (with tongs of course). Brown flips, turns and rotates his average steak about four times. "If it looks like it's overcooking, I move it over," Brown says. "I always make sure I have one part of my grill hotter and another part not so hot."

For Fish Eaters

Brown keeps the skin on the fish to create a barrier between the grill's heat and the fish's tender flesh. As with other meats, he also recommends bringing the fish to room temperature and brushing it with oil before grilling.

For Vegetarians

"Vegetables are much more forgiving," Brown says. "They're done when they're tender."

Gas Or Charcoal?

"I have gas for weeknights and when I'm in a big hurry, and charcoal for when I really want to cook," Brown says.

Best Fruit To Grill?

Peaches are Brown's favorite. He halves the fruit and lightly brushes the cut flesh with oil before searing them. He then turns them upside down, brushes them with a mixture of honey and bourbon and lets them "percolate" before serving with ice cream. Brown also recommends grilling pineapples, underripe bananas, papayas and mangoes.

Weeki Wachee Wedding Expo this Saturday

Weeki Wachee, Florida -- Do you hear wedding bells around the corner? The flowers, center pieces, food and of course The Dress!

Google grabs HP's webOS Enyo team - News - Know Your Cell

Google has reportedly poached HP's webOS Enyo team, according to a new report on Friday. The group is said to be leaving HP soon, leaving the PC maker's plans regarding webOS in doubt.

For those in the dark here, Enyo is webOS? HTM5 mobile application framework. The framework, which debuted on the TouchPad, was just made open source after HP killed webOS development earlier this year. The framework is extremely important to webOS and completely innovative.

At this point, it's not clear what the Enyo team will do when they get to Google, though it is highly likely they will be working on either Android or Chrome. No matter what they do, I just hope they bring some new innovation to Android. Google's OS has come a long way, but still has a long way to go, especially in regards to HTML5 web apps.

According to SlashGear, Google individually negotiated with every team member over a period of several months, and the team is expected to start in June.
